No. AdminSTB works without root when installed as a system app in /system/priv-app/. Root access unlocks additional capabilities (shell commands, deeper process control) but is not required for core functionality.
The client app is distributed as a direct APK for system installation. A Google Play version may be available in the future for user-space deployments.
